The maps below display information on existing conditions including taxable value, existing housing in Downtown Census Tract 11, current Downtown Zoning Districts, implementation of a Few Good Blocks Project, and the proposed planning area boundary for Step 2.

Map #1 - Taxable Value per Acre by Parcel

Map #1 depicts the current Municipal Property Tax Assessment rates for the entire Municipality of Anchorage. This map visually amplifies the importance of the Downtown area and its tax contribution to the betterment of the entire Anchorage area.


Map #2 - Existing Housing

Map #2 indicates the locations of the different housing types found in Downtown. Two additional housing locations were included due to their recent construction. Housing types in Downtown include single-family, multi-family, mixed-use, and 4-plexes.


Map #3 - Economic Development OpportunitiesMap #3 provides the boundaries of adopted plans, Assembly-approved tax incentives in Downtown and Fairview, and Federal Opportunity Zones. Additionally, the entire Downtown area was approved as a Redevelopment Focus Area in the Anchorage 2040 Land Use Plan. The trend toward allowing tax abatement incentives in exchange for redevelopment, new development, and housing is important to the long-term economic future of Anchorage. The Assembly’s actions indicate the community’s willingness to create public/private partnerships to catalyze new investment.


Map #4 - Downtown Zoning Districts

Map #4 displays the current Downtown Zoning Districts; B2-A; Central Business Core, B2-B; Central Business Intermediate, B2-C; Central Business Periphery, and PLI; Public Lands and Institutions. The public has suggested an expansion of the Downtown Zoning Districts east into Fairview’s Commercial Corridor.


Map #5 - A Few Good Blocks

Map #5 – A Few Good Blocks – Smart Growth America held a planning workshop in Anchorage in May 2016. A recommendation to concentrate efforts on a Few Good Blocks resulted in Municipal Departments initiating a host of outreach and planning efforts to catalyze new housing and commercial offerings between 5th and 9th avenues and I and L streets. Elizabeth Plan is within the Few Good Blocks along with proposed project lots on 8th and K the Block 96 Flats, and 8th and L.


Map #6 - Proposed Planning Area Boundary

Map #6 – The Downtown planning area boundary is the same as the 2007 Downtown Comprehensive Plan with the addition of the Downtown/Fairview Tax Incentive area in entirety, Gambell Street Commercial Corridor, and a portion of the Federal Opportunity Zone area. A change in zoning districts may occur as a result of this new planning area boundary allowing this portion of Fairview to come in under the zoning districts currently specific to the Downtown area.
